About NHM
The overarching National Health Mission (NHM) encompasses its two Sub-Missions, The National Rural Health Mission (NRHM) and The National Urban Health Mission (NUHM). The main programmatic components include Health Systems Strengthening, Reproductive-Maternal- Neonatal-Child and Adolescent Health (RMNCH+A), and Communicable and Non-communicable Diseases. The NHM envisages achievements of universal access to equitable. Affordable & quality health care services that are accountable and responsive to people’s needs and to improve the health status of the majority vulnerable sections by facilitating their access to primary health care.
For the effective implementation of the National Health Mission in the State, a separate Mission Directorate (NHM) has been created within the Directorate of Health Services, headed by the Mission Director. It has a State Programme Management Unit (SPMU) headed by a Deputy Mission Director and a Financial Management Unit (FMU) headed by Joint Controller Finance. The Mission Directorate functions in a synchronized and systematized manner with the Directorate of Health and reports directly to the Principal Secretary (Health). The plans and budget of the vertical programs have been integrated with the State NHM
In Himachal Pradesh, the Mission is operating through the existing structures of the Health Department up to the Sub-Centres level. There is a State Health Mission at the State level chaired by the Hon’ble Chief Minister. A District Health Mission has been constituted at District Level with Chief Medical Officer as Member Secretary and Deputy Commissioner as Convener. The Govt. has constituted Rogi Kalyan Samities up to the PHC level with increased public and Panchayati Raj partnership. However the Government of HP has notified Jan Arogya Samiti (JAS) in place of RKS in all HWC - PHCs and SCs. The community is also involved in the functioning of health institutions through Village Health Committees at the village level, Panchayat Sub-Committees on Health Education and Sanitation at the Panchayat level, and Rogi Kalyan Samities in all the Hospitals from PHC upwards.
The public health services in the rural areas at the village level are delivered through ANMs, HWs & ASHAs. The services are delivered through Health Sub-Centres, Primary Health Centres (PHCs) , Community Health Centres (CHCs) , Civil Hospitals , District / Zonal Hospitals & Medical colleges in the State. There are presently 78 Block Medical Offices which are functioning in the State. The Chief Medical Officers control the implementation of all the programs in their districts through Programme Officers and Block Medical Officers. At the Directorate level, the Director of Health Services looks after general establishment, budget, planning, and other programs through additional /joint / Deputy Directors and other Programme Officers.
